Our Mission
Alianza’s Mission is to empower hard-to-reach, vulnerable, and underserved populations through education and supportive services aimed at working with everyone we serve to achieve better outcomes and higher quality of life.
We work with clients across southern New Mexico to find housing opportunities funded through state and federal sources. Qualifying individuals are eligible to apply for assistance based on their current circumstances.
All housing program participants must find their own housing and participate in case management services. Housing units must meet Fair Market Rent, pass an inspection, have a lease that meets funder requirements. Landlords must provide a W-9, take third party payment, and work with our case managers.
Fair Housing is the right for everyone to have access to all housing opportunities without discrimination based on: Race, religion, national origin, sex, color, familial status and disability. The New Mexico Human Rights Act also prohibits discrimination based on: Ancestry, sexual orientation, gender identity, spousal affiliation, pregnancy and childbirth or relation conditions.
The Emergency Solutions Grant (ESG) and HOME ARP are rapid re-housing and homelessness prevention programs offered in Chaves, Curry, Eddy, Lea, Lincoln, and Roosevelt Counties for individuals or families who are income qualified. These programs provide funds for back rent, deposits, and/or 3 months of rental assistance in order to help prevent evictions or quickly re-housing individuals and families following a period of being unhoused.
The Linkages Program is a partnership with Housing New Mexico (formerly Mortgage Finance Authority of NM) and Mental Health Resources that provides permanent supportive housing in Curry and Roosevelt counties. Eligible participants are those experiencing serious mental illness who are currently or at risk of becoming homeless who are below 30% of Area Median Income, and are referred by MHR. Alianza is the Housing Administrator of the program and reviews applications submitted by MHR, completes inspections, provides technical assistance to clients, and issues payment upon approval. All work is completed in partnership with MHR.
Housing Opportunities for Persons with AIDS (HOPWA)
STRMU (Short-Term Rent, Mortgage, and Utilities) program provides eligible individuals with access to emergency assistance to prevent homelessness. Applicants must meet income limits, provide required documentation, and housing must pass inspection. Programs and services are based on available funding.
TBRA (Tenant Based Rental Assistance) Provides people living with HIV/AIDS who meet income limits long-term rental assistance in the form of a percentage of rent based on income guidelines. Very limited slots are available and rarely become available for this program.
Alianza HOPWA programs serve Cibola, Chaves, Curry, Catron, DeBaca, Dona Ana, Eddy, Grant, Hidalgo, Guadalupe, Lea, Luna, Lincoln, Otero, Quay, Roosevelt, Socorro, Sierra, Torrance, and Valencia counties.

ESG (Emergency Solutions Grant) and HOME ARP (HOME American Rescue Plan)
The purpose of the ESG grant is to assist individuals and families to quickly regain stability in permanent housing by preventing eviction or rapidly rehousing following a period of being unhoused.
This program is available for residence of Chaves, Curry, Eddy, Lea, Lincoln, and Roosevelt Counties for individuals or families who are at or below 30% of Area Median Income.

Linkages
The Linkages program provides rental assistance for individuals with a serious mental illness diagnosis who are also homeless or at-risk of becoming homeless. Housing specialists and case managers work together to meet a client’s immediate housing needs and to provide supportive services such as case management and mental health care.
Supported Housing is designed to assist individuals who are homeless or in unstable living situations with learning the skills to obtain and maintain stable housing. While this program assists with connecting individuals with reduced rate housing, this program does not provide monetary assistance to the individual related to payment of rent, utilities, or other bills.

Housing Opportunities for Persons With AIDS
The Housing Opportunities for Persons With AIDS (HOPWA) Program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA Program, HUD makes grants to local communities, States, and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families.

Ryan White Housing
Ryan White HIV/AIDS Program’s housing aims to address the critical need for stable and safe housing for people living with HIV, ensuring they have a foundation for accessing and maintaining HIV-related medical care and other essential services.
Housing support is a crucial aspect of keeping people with HIV engaged in medical care and treatment.
The Ryan White HIV/AIDS Program is funded by the federal government and administered through various parts (A-D) to different entities like cities, states, and community-based organizations.
